Tufts writes to Thomas Edwin Jewett (c.1836–1911) of Chicago, Illinois, apparently a family friend and a disabled Civil War veteran. He outlines the procedure for appealing an increase in his federal disability pension, enclosing a partially completed application form and providing detailed instructions for its submission to the Pension Office in Washington.
Tufts advises Jewett: “You must support your application with the certificate of some physician setting forth the increase, or present condition, of your disability. He must be particular to set forth the degree of your disability. You must show an increase of disability in order to secure an increase of pension.” supporting physician’s certificate must clearly state “the degree of your disability” and demonstrate “an increase of disability in order to secure an increase of pension.”
Online sources note Jewett was a machinist from Massachusetts who enlisted as a sergeant in Company E of the 48th Massachusetts Infantry on September 1, 1862. He served for one year and was mustered out at Camp Lander in Wenham, Massachusetts, on September 3, 1863.
Tufts served as a “visiting agent” for the Massachusetts Board of State Charities, where he oversaw immigration and pauper relief programs, along with the inspection and administration of the state’s charitable and correctional institutions.

The engraved letterhead features postbellum state iconography: the Massachusetts seal at upper left, with a Native American holding a downward-pointed arrow, surmounted by a disembodied arm wielding a sword—visual reinforcement of the state motto: “By the sword we seek peace, but peace only under liberty.” Transmittal folds; very good.
