Presentation inscription from William Ballantyne Hodgson (1815–1880), Scottish educational reformer and political economist, and author of the preface (6pp.) and notes, to educator Theodore E. Suliot (d. 1871). Both men, originally from Liverpool, shared careers in education, with Suliot teaching in Europe and later in Ohio.

In 1843, funded by the Massachusetts Board of Education but at his own expense, Horace Mann traveled to Europe, focusing on German schools. His findings, published in his seventh annual report, appeared in multiple editions across Massachusetts, other U.S. states, and England.

In his preface, W.B. Hodgson explained that this 1846 edition of Mann’s Report aimed to show Europeans how Americans perceived European education, stating it’s “important for us in Europe to know what value an intelligent American places on our labours.” Hodgson also highlighted Mann’s clear, unbiased judgment, asserting its value for European readers. Both Hodgson and Mann advocated for women’s education; in 1844, Hodgson helped establish a girls’ school at the Liverpool Institute, where he served as Principal and championed women’s educational access.
