Presidential message on attempted seizure of Jean Antoine Joseph Fauchet, envoy of France, by Captain Rodham Home, the commander of British ship-of-war Africa. Fauchet replaced Genet as Minister to the United States. This attempt was within waters of United States at Newport, Rhode Island, during Fauchet’s passage from New York during the American Civil War. Includes affidavit of Captain Thomas W. Bliss of the seized sloop Peggy.
