Proceedings of a Depression-era conference examining the role of the federal government to help African Americans in such areas as social and economic security, education, farm tenancy, health and housing, and public employment.

Mary McLeod Bethune (1875–1955), a member of President Franklin D. Roosevelt’s “Black Cabinet” of advisors (here she is noted as Director, Division of Negro Affairs, National Youth Administration), served as General Chairman.

The conference also dealt particularly with New Deal actions concerning “problems of youth” and on civil liberties and political suffrage concerns including anti-lynching legislation, elimination of the poll tax, and voting rights.

Included in the proceedings is a letter from President Franklin D. Roosevelt and transcribed remarks of First Lady Eleanor Roosevelt on Depression-era black education, anti-lynching legislation, and black civil service employment.

The proceedings include the full program, lists of registered delegates from around the country and guests, committee reports, and excerpts from speeches. Specific recommendations are noted, especially in regard to employment. The committee report on civil liberties discusses the “Wagner-Van Nuys-Capper-Gavagan” anti-lynching bill, discrimination in the armed forces, the National Labor Relations Act (labor unions), civil rights in federal territories, segregation, etc.
