1842 French governmental report on its island colonies in the Caribbean and Africa


First edition. A rare 1842 French governmental memorandum addressing conditions in the colonies of Martinique, Guadeloupe, and Guyane in the Caribbean, and Bourbon (modern Réunion) in the Indian Ocean. The report was issued by a small committee and signed in print by its member representing Martinique, the French mathematician and economist Baron Pierre Charles François Dupin (1784–1873).

The text opens with a stark assessment of economic distress and structural injustice in the colonial system, arguing for equality in tariffs and in the regulation of imports and exports as essential remedies. Relief is sought on the grounds of the colonies’ economic importance within the French imperial system.
