Examination of the politics of states’ rights and slavery in the Border States during the first year of Abraham Lincoln’s presidency and the American Civil War, 1861–1862. Author William M. Brewer was a professor at Miner Teachers College (HBCU, now the University of the District of Columbia). He succeeded Carter G. Woodson as the editor of The Journal of Negro History.
