Isthmian Canal. Message from the President of the United States transmitting a Statement of Action in Executing the Act Entitled “An Act to Provide for the Construction of a Canal Connecting the Waters of the Atlantic and Pacific Oceans,” Approved June 28, 1903.

58th Congress, 2nd Session publication laying forth Teddy Roosevelt’s plans to construct the Panama Canal and to ensure America’s dominance in the region.

PresidentRoosevelt’s “Message” showed America’s aggressive posture on Panama and its control over the construction of the Panama Canal. His heavy-handed tactics would epitomize America’s “gunboat diplomacy” in Latin America. As Roosevelt boasted: “I took the Isthmus, started the canal and then left Congress not to debate the canal, but to debate me.”
