Wide ranging address on agriculture, soil improvement, canals and roads, and public education by Chief Justice William Tilghman (1756–1827) who served on the Pennsylvania Supreme Court until 1827. Tilghman was then one of the vice presidents of the Philadelphia Society for Promoting Agriculture. “The Philadelphia Society for Promoting Agriculture was established in 1785, when John Beale Bordley proposed to members of the American Philosophical Society that they form an American agricultural society in the British pattern.”¹
